What changed
Cannabis is medicine.
Medicine needs a prescription.
Cannabis is now a medical product. It can only be sold on a prescription, to the patient named on it. That brings three duties to every shop that wants to keep selling.
A prescription first
A PT33 from a licensed practitioner, for the named patient, before any flower is sold.
No more than prescribed
The amount on the prescription is the limit, across every visit and every shop.
Proof for every gram
Each sale traced to its prescription and batch, and the records kept.
One customer is enough.
The police stop a tourist on the street with flower from your shop. They ask where it came from, and the customer points at your door. There is no prescription behind that sale. That can cost you a heavy fine, and your shop.
The same customer taps “Show to officer” on the digital card on their phone. The officer sees VALID PRESCRIPTION in Thai and English, a live clock, the customer's photo, passport and PT33 number, the grams left and the prescriber. The sale was legal, and it takes a minute to prove.
